Armenian Foreign Minister Edward Nalbandian told a session of the General Assembly of the United Nations (UN), that "the existence of Azerbaijan a threat to peace and regional security."
The leader behind the oil-rich Azerbaijan has accused the government Yerevan conduct "ethnic cleansing" in the territory of Nagorny Karabakh dispute, in his speech before the UN General Assembly on Thursday.
Ethnic Armenian separatists, supported by Yerevan, seized control of Nagorny Karabakh from Azerbaijan in war in the 1990s, which killed about 30,000 people.
The battle between the forces of Azerbaijan and Armenia have been growing in the border region in recent months, with at least 17 soldiers on both sides were reported killed, in some small war this year.
Six soldiers were reported killed in clashes earlier this month and Western diplomats and international mediators have expressed concern increases.
Nalbandian criticized Azerbaijan.
"The rhetoric of war continues, the increasing violations of the ceasefire regime, and an unprecedented increase in military budget of Azerbaijan only exacerbate the situation," said the minister.
"The money that ditangguk of oil revenues used to finance new military adventures. We all know the outcomes of such adventure," he said.
On Thursday, the President of Azerbaijan Ilham Aliyev said that Armenia refused to negotiate to end the conflict and "gives the option to increase the consequences that can not be predicted."
Aliyev has accused Armenia "intend to do the most serious international crimes in the conflict, ethnic cleansing and attempted to form monoetnis culture in Azerbaijani-controlled territory."
European security body, the Organization for Security and Cooperation in Europe (OSCE) Saturday said it would send a mission to Nagorny Karabakh next month.
Together leaders of the OSCE Minsk Group - which is trying to resolve the conflict - said in a statement, that it would do the mission "in the territory around Nagorno-Karabakh from October 4 to 14."
